One of South Tampa’s largest infrastructure projects is moving forward. Tampa City Council approved the $100.4 million South Howard Flood Relief and Streetscape Project on September 17, 2026, setting the stage for major stormwater, utility and roadway work along and around South Howard Avenue. For drivers who live, work, dine or park around SoHo, Parkland Estates and Palma Ceia, the project creates another practical question: How should you take care of your vehicle when construction dust, road grime, mud and changing traffic patterns become part of the daily drive? What Is Happening on South Howard Avenue?
On September 17, 2026, Tampa City Council voted 4–3 to approve the approximately $100.4 million South Howard Flood Relief and Streetscape Project. The project is designed to improve stormwater drainage and reduce recurring flooding affecting South Howard Avenue and nearby areas including Parkland Estates and Palma Ceia Pines. The project includes major stormwater infrastructure along with utility and roadway improvements. Current reporting indicates contractor activity is expected to begin during fall 2026, while the City of Tampa’s published capital-project schedule lists the primary construction period beginning in 2027 and continuing into 2030. Because schedules and individual construction phases can change, residents should consult the City of Tampa and the project’s official information channels for current road closures, construction phases and access information.

Large roadway and utility projects can change the environment vehicles travel through and park around. Depending on the construction phase and weather conditions, South Tampa drivers may encounter loose dust, road grime, dirt, mud, standing water, construction-related traffic, altered parking conditions, detours, dirty tires and wheel wells, and additional debris on frequently traveled roads. This does NOT mean every vehicle near South Howard will experience these conditions. Conditions will vary by construction phase, weather, parking location and route.
Should You Wash Construction Dust Off Your Car?
If your vehicle becomes visibly dusty or dirty, proper washing is preferable to aggressively wiping the paint while it is dry. Fine dirt and particles sitting on a vehicle can be dragged across the surface when wiped improperly. That can contribute to fine scratches or swirl marks. Use a proper wash process that removes loose material before physically contacting the paint. Do not assume every dusty vehicle requires paint correction. Start with proper cleaning and inspect the paint afterward.
A common mistake is seeing a dusty hood, roof or trunk and immediately wiping it with a dry towel. That may look like a quick solution, but dragging dirt across automotive paint can contribute to visible swirl marks and fine scratches. The safer approach is to remove loose material using an appropriate wash process before physically wiping the surface. This is particularly important on black and dark-colored vehicles, luxury vehicles, recently polished vehicles, ceramic-coated vehicles, and vehicles with already-sensitive or visibly swirled finishes.
Not everything sitting on your paint is the same. Ordinary loose dust and road grime may come off during a proper exterior wash. Other material may remain bonded to the surface. Examples can include road tar, tree sap, mineral deposits, bug residue, industrial fallout, paint overspray and other bonded contamination. If something remains after washing, Fred’s can inspect the surface before recommending additional detailing. These are examples of different types of bonded contamination, not claims about this particular project.
Cleaning and paint correction solve different problems. A professional wash removes ordinary exterior dirt and contamination. Paint correction addresses certain defects within the paint finish, including correctable swirl marks and fine scratches. If a vehicle looks scratched or swirled after it has been properly cleaned, Fred’s can inspect the paint and determine whether paint correction is appropriate.
Ceramic-coated vehicles still need proper maintenance washing. A coating does not prevent a vehicle from collecting dust, road film, dirt, mineral deposits, pollen, bug residue or other environmental contamination. Avoid assuming that a coating has failed simply because the vehicle becomes dirty. Proper maintenance is important for preserving the appearance and performance of a coated vehicle.
Road construction can make an ordinary trip less convenient. Detours, lane changes, parking restrictions and increased traffic can make driving somewhere simply to have your vehicle detailed less appealing.
